WS3 works with Windows 3.1 to XP fine and Windows 7 32-bit too.
If you have Windows 7 64-bit, then you can only run WS3 in "Virtual XP Mode" -- only available with Windows 7 Professional or better. I found it quite clunky and slow to start and quit.
On my Win7 64-bit PC and laptop, I personally prefer to use Oracle's VirtualBox with Windows XP in a partition. You do need a copy of any operating system you want to install but you could have a number of operating systems in use for temporary or test purposes.
